Municipal Annexations and Charities
Municipalities are required to file annexation ordinances and maps with the Secretary of State. Annexations or de-annexations may also be done by the NC General Assembly.
Municipalities are chartered by the General Assembly and may be in some cases amended locally, while in other instances these changes must come through the General Assembly. Any locally adopted amendments must be filed with the Secretary of State. Each amendment is a separate document. The NC General Assembly website includes a summary of each municipality's current charter, sometimes by section, along with relevant references to the most recent changes.
