Phase One Rulemaking Division: Notary Enforcement
Due to the scope and scale of the requirements for this rulemaking process, the Secretary will propose the adoption or readoption of all notary rules in three phases. The first set of proposed rules dealt with fundamental issues related to all three methods of performing notarial acts and establishes certain common rules, including some associated with the Remote Electronic Notarization Act (RENA).
