The instructions state:

1. Fill out the eNotary application.
2. Make an ACH or credit card payment online or mail a check along with your notary application.
3. Print out the application.
4. Stamp the application with your seal.
5. Have the application notarized.
6. Send the completed application to the Secretary of State’s Office.
